help my congo tetra wont swim

My congo tetra has been swimming sideways for a few days but today he just lies at the bottom of the tank i move him to another tank so the other fish would leave him alone and i can see he is still breathing but it is as if he cant move his tail is there anything i can do?

Just a shot in the dark... but a sideways swimming fish sounds like it may have a swim bladder problem. Cant say for sure but it seems that way. maybe someone else can offer up some suggestions?

At the moment he is nose down and he has stopped turning onto his side he is still eating and all his fins exept his tail fin work his tail fin just twitches once in a while.
