Help Me Decide? Pleeeease :

So I am rearranging my tanks and what's in them and I'm not sure the best way to do it.

What I have now-bowl with 7 endlers, 25l tank which had betta in until he died yesterday , 20l hex with betta in. And 2 empty tanks, a new 25l and 60l.
What I would like to end up with-new 25l tank with betta and pygmy cories in. 60l tank with endlers and more in.

So, I am currently adding ammonia to the recently deceased betta's tank to keep the filter ticking over.
Do I do a fishless cycle on the 60l, or move the endlers over with their media and build stock up gradually?
Should I keep one of the smaller tanks as a quarantine tank for the 60l one? If so, should I keep the filter ticking over with ammonia and keep it in the quarantine tank, or just save an empty filter and put media in it as needed? (not sure where I would get this media from?)
Any other suggestions? I would really appreciate some help with this, I can't get my head round it!

I'd keep the filter alive for sure, in the 60l I'd put the endlers with the media and stock gradually, but I'd also do a fishless cycle first, just a smaller one. The quarantine tank should be kept 'ticking', in case any endlers fall ill.

Thanks jourdy Just thinking maybe adding ammonia forever could get annoying! Any other thoughts?
