males will often leap... almost all of my tanks are open top, but for some fish you just need to cover them 3 of 12 of my tanks are coveted

mine is covered I just walked in and he was upside down on his tank breathing fast

How often are you doing your water changes? His tail fin looks all torn and jaggedy which is mostly caused by fin rot. Fin rot is almost always linked to poor water quality but thankfully it's easily fixed by doing large water changes routinely on a weekly basis 👍🏻

It's hard to answer because while we understand your panic, we don't know more.
How big is the tank?
What other fish are in it?
How long has this fish and the others been in it?
What is your source water like? Is it hard, soft, in between?
How do you maintain the tank? How often do you do water changes?

He looks like he may have been badly beaten up by a tankmate.

So he is in a five gallon and I use to have tank mates for him but he always got way to stressed out and they would constantly pick on him so I moved him (fyi I moved him four months ago) into a diff tank that only had a albino Coridoris catfish that he was thriving with and then all of a sudden he did what all this piste is about

I test the water
Nitrite was at zero
Ammonia was at zero
Ph was around 6.5-7.0
Nitrate was at zero

My water I use is soft and I try do water changes every week or so but I live somewhere where water evaporates very quickly so with me pouring more water in sometimes by the end of the week it has already been a full water change but I do a small one anyway

I have been trying to re grown his tail for forever so if anyone has advice on how to grow it back that would be great ( I often get fish from people who do want them anymore because they know I’m into them and have a business with them plus I live in a ridiculously small town so everyone knows everything and everyone anyway he was one at my LFS that was getting bullied and I couldn’t bring myself to leave home there) also if anyone had tips for helping his tail grow back I would love to here them

The only observation I could give is, it looks like it has nutritional deficiency, It looks skinny and weak.

If he is eating and not getting mass and strength, that could point to any kind of internal parasite that would steal his nutrients, internal injuries or even failing organs.

Most of the time nature disposes of individual that are not fit. As soon as the others started picking on him was when he was declared unfit.

All your efforts are commendable, but you probably only retarding the inevitable.

And it has great chances to be an irremediable condition.

non US bred livebearers ( most are farmed in Asia ) are known to have parasites

I don’t believe he has been deemed unfit for life as you are saying I believe that every animal was placed on this earth for a reason and “nature” does not decide who is fit to live and who deserves to die but thank you for responding

Then what would have happened if you have left him in the tank with the others ?

Nothing deserves to die. But the antelopes that runs the slowest are the first to fall.

In the fish world it's even worse... I you show the slightest weakness everyone will be on you...

It's called natural selection and you wont stop it in an aquarium.

There are still many situations that would have very low or no nitrates showing on a cycled aquarium.

Plants can have dramatic effects on the nitrogen cycle. But without good description and general pictures of the setup.

Only thing left is speculations.

You say he's in a 5 gallon with some cories - how many exactly? 5 gallons is small for one fish let alone a bunch. Finrot could be a sign of poor water quality, which would be exacerbated if the tank is overstocked. It may be that he's just weaker or has some kind of illness which will limit his life. On the floor of the tank breathing fast is not a good sign. If he doesn't improve in your QT tank humane euthanasia may be your kindest option.
