Help And Advice Stocking For A 10 Gallon

Hello everyone. I have a 10 Gallon tank that I am setting up. i am going to get one pair of German blue rams, and as I've read they tend to be bottom- middle tank dwellers. I also wanted something on top so i read up and think i'd like to get a small shoal (6-8) of harlequin rasboras. i would like my tank to look lively on all levels, top,mid, and bottom. so i would like to know what else i could put in here i was thinking maybe a shoal of about 6 neon or black neon tetras? or am i fully stocked?

I think the german rams and 8 rasbora would be it. Rams like the temp between 28 and 32 so make the tank a little warmer than a normall community.
