I've got a 300w heater in my tank and its set at 20.c yet my internal water is somehow 28.c so I swapped it back for my 100w heater and it never budges above 25.c
I got a rio 400 which is 5 ft long and 450 litres.. I used to run 2 x 300 watt internal heaters but now I only run a single 300 watt hydor external heater and its excellent. No cold spots in the tank as the warm water gets pumped around the tank through the filter outlet. Keeps my water at the 27 degrees c that I need with no problems at all. Less clutter in the tank too if you go with an external

I had that experience too in my 30G tank with a 250W heater, had it set to the minimum and it kept heating up the water way too much so overkill is not a good idea. I also replaced it with a 100W to sort the problem
I also think 2 heaters in a tank can be useless. If the flow in the tank is tricky and the heaters positioned not so wisely, one heater can make a "fool" of the other one and cause temperature swings. It's only good as a backup probably. As dbanner says, I'd go external if I am hunting out for heaters or internal to about 400W if you can get it.
