Heaters

Iv got a 50w heater on my tank but even though its set on 20 the temp is 27. Last night it was 29 (digital thermometer)
 
Can you recommend a heater that will keep my tank around 20-24?

All heaters should be able to hold a temperature so you either have a faulty one or something else is heating the water, e.g. lights on too long or your room his too warm.
 
If you turn the heater off what temperature does the tank maintain?

The tank is reading 27 at 3.30pm, I have unplugged it and will check again in 1 hour. 
 
The lights are on, 1 18" T8 hagan life glo tube. Lights are on for 8 hours a day.

Im not sure if this is relevant but all 6 of my assassin snails have gone above the water line.

Temp at 4.36pm an hour of heater off is 27.2
 
I have turned the lights off and will check in another hour.
