I think its a little overkill and here's why.

A 100w heater will easily heat up a 20g tank and will continuously be switching on and off. (because as soon as the temp drops a little, the heater will switch on, but only briefly, as its so powerful) anyway, all the activity might cause the element switch to fuse together and the heater will be stuck on, which would overheat your tank and kill all your fish.

the usual rule for heaters in fish tanks are ;

1watt per litre of water

so 100 litre fish tank = 100watt heater
