is the heater supposed to be making clicking noises?

Continuous clicking is not good, suggests the heater is on its way out. If you hear a click every so often (minutes rather than seconds scale), then that is usually fine, it will be the temperature sensor kicking in/off to open/close the electric to the heater elements.

its inconsistent at 30 to 60 intervals average. but as much as much as 90 seconds in between
