Depends on the fish you keep as some fish like Danio's do better with a cooler temperature, where as Discus like higher temperatures.

Depends on species of fish.
I know danios like it slightly cooler than average.
I keep mine around 26, and all my fish are common livebearers (and a plec)

Do some googling and find out what the ideal temperature is for each species, and try and come to a happy medium to keep all your fish happy.
