Heater Emergency

i can not figure out what is going on with my tank temp. i had my heater set at 78 and it was doing fine fro about a week then when i doing a water change the other day i relized the water was extremely hot so i looked at my tenp and it said 83 so i turned down my heater to like 74 and the temp went down to normal on the thermomiter but then i felt the water and it was freezing. do i have a bad heater or thermomiter? this a 55 gallon tank with 2 external powerfilters.
 
How old is the heater.
 
it is brand new its an all glass, cmae with the tank. i think the problem may be that the internal thermomiter on the heater is out of wack so it is thinking the water is colder then it really is?
 
I agree, sounds iffy to me the heater, what make is it.
 
its an All-Glass, it came with my All-Glass Aquarium

I have a couple of those and I like them. They have always worked well for me. With other brands that were "calibrated" to a specific temperatre, i have seen some off. I have one set up to around 86 when my tank is at 78. You can try turning it up, as long as it isn't over heating.
