Headlight/lamp Fish?

hiya, i was down a garden centre today and saw some headlight fish, i think thats what they were called, they were about 2cm long with a neon blue light on their heads. I cant find any info on the web about them. Can anyone tell me about this fish, hardiness, family etc..
