If the CO2 dosing is consistant and the ferts are too, I don't see any reason why not, unless you've got another plant species that is particularly greedy with their own nutrient consumption. Plants do compete with each other for nutrients. Just a second, I reread your post. I would use both easy carbo and tpn+. HC likes CO2 and ferts, more so than lighting. It will grow without CO2. I have done this, but the growth was slower and took longer to establish.

well i dont need it to grow as such as ime happy as it is (if it does grow it doesnt matter anyway) so would just tpn plus be ok

or would dennerle daily fertilizer be ok

this is from there web site

Dennerle Nano Fertiliser is specifically designed for the sensitive nutrition situation of mini-aquariums. It provides all plants with the daily required nutrients. Vital trace elements like iron and manganese keep the leaves green and healthy. Red and red brown leaf colours are intensified, attractive delineation made clearer.

The Dennerle Nano Fertiliser is a complete fertilizer for splendid plants in your mini-aquarium.

An Overview:
Highly active nutrients – immediately effective
For full, green leaves and intensively brilliant colours
Does not promote algae as it's free of nitrates and phosphates
For approx. 3,000L of aquarium water

Dennerle doesn't dose macros as it is free of nitrates. HC needs the macros. TPN+ doses macro and micro nutrients. I think you are better adding both TPN+ and Easycarbo for CO2 if you want your HC to do well. At least dose the TPN+.

ok ill defo dose tpn plus and see if they have easy carbo at my lfs

9W is quite a low amount of light for HC. They do need quite a bit of light to grow and spread well.

The CO2 for me is more important than the lighting. There are members here who have grown R. macrandra with only .9WPG, but their CO2 levels were high and stable. Tom Barr, I haven't checked the Barr report in ages, but he had this to say about PAR lighting levels in ADA tanks. HC is mentioned as one of the plants.

I don't normally link to forums, but I think the research is quite interesting. In my personal experience, I find HC to want more CO2 and nutrients rather than lighting, but it could just be me. Normally, however, when there is more lighting, the hobbiest tends to pay attention more to maintaining higher CO2 and nutrient levels, so the HC gets what it wants anyways. In lower light levels, this is not always the case. I have grown it under 13W. Granted, it was pretty slow, but it grew. I was able to grow its larger cousin, HM, very successfully without CO2. I have little bits of HC even floating around in my .77WPG bowfront. The little bits are still quite alive.

Many here have also dry-started their HC by growing it emersed.
