Had A Couple Neons Die

In the past week ive found two of my neons floating in the tank covered in a milky white substance. Almost looks like wet cotton. At first I thought it was killed by tankmates Glo Lights or Red minor tetras. Im now wondering if this is a disease. Any info would be helpful and thanks in advance. Its a ten gallon tank. 2 Red Minors and 3 Glo Lights with about 3 neons. Now down to one neon.
 
i'm no expert but just stating a possibilitiy i could have been neon tetra disease if it has only been neons that are dieing
 
It sounds like they have cotton wool disease. You can treat it with salt baths. Once the fish are treated add 4 red minors, 3 glolights, and 5 neons. Tetras should in in schools of 6+.
