Any animal can breed with brothers and sisters. There are no physical rules that prevent this in nature. The reason we have laws against this in most human societies is that it results in what is called inbreeding. When you have similar genes, your offspring end up with similar genes. That is how you get a line of fish to exhibit a certain trait, such as fin shape and size or color. the down side to this is that all the weaknesses get magnified in the gene pool.
As far as maturity goes, two months is about a good estimate for fish to be sexually mature.
