Guppy With Fin Rot, Advice Needed

Ok, my fave fish a very lively guppy has a raggy back fin and i can see the beginning of a bit of blood streaking there too. He occasionally hangs at the top of the tank for a bit but otherwise looks and acts healthy. From what i've read so far, it shouldn't be a problem curing him as he's still reasonably healthy, only about 6 months old and a (very) lively fish

I'm going to LFS tomorrow am to get something to treat finrot with, then stick him in a quarantine tank. A few questions:

1.) What is the best thing i can treat him with?
2.) I've got some general tonic, should I add some of that too?
3.) The spare filter I use has activated carbon inside it - should I remove it?
4.) How long should he stay in the quarantine tank and how often should i feed him?

it's def finrot as his tail has been getting worse over the last few weeks, a small red stripe has just started to appear too and it looks crinkly... like fin rot

ammonia / nitrite zero, nitrates around 5-10. Weekly water changes

Could i get away with running no filter in the hospital tank atall? It wont have a chance to build up any ammonia with the water changes i'll be doing
 
With the hospital tank you could add a little media from your cycled filter to the med tank filter. This should be enough to take care of any ammonia. Another trick is to take a sponge filter & pile some mature gravel or other substrate on top. This provides enough bio filtration to keep the ammo level down, along with with the water changes you have planned.
 
right, but would i get away with no filter atall? I dont really have the option of transfering media from my other tank, although i've put a couple of ornaments in there
