Guppy With Bubble (Cyst?) In Dorsal Fin?

I noticed this morning while I was feeding that one of my males has what appears to be a bubble in the dorsal fin. It is not discolored and appears to cause him no issues. He is otherwise healthy and happy. I am assuming this is a cyst. Is there anything I can do to remedy such a thing and is this preventable?
 
Does he sit around near the airstone.
Is the bubble on top of the fin or beneath the skin.
Does the bubble move.
Anything inside the bubble.
 
Just out of interest where do u get your tank water from?

If you have access to a well then this can cause problems with excess nitrogen
 
There is no airstone in the tank. TBH, there is very little surface movement at all. I get my water from the municipal water supply. It is a heavily planted tank, low-tech, no CO2, but I do use fertilizers regularly. The bubble is in the fin, not the skin, and appears the same color as the rest of the fin. It does not move. If I had to say whether or not there was anything in it, I would say it was air-filled.
 
You can pop bubbles with a steralised needle. But not sure if you should do that.

Bubbles can be to much aeration, parasites, bacterial, lymthocystis.
Bubbles beneath the skin can be gas bubble desease.
