Guppy Lying At The Bottom

I've had guppies in my tank for a week now, no problems other than one leaping out. But one of the males, and annoyingly the prettiest, is lying at the bottom of the tank. He's not lying on his side and is capable of movement, but when he swims, he seems to be struggling to stay 'afloat'. His pectoral fins appear a little withered, however his tail fin is magnificent. The 180L tank is cycled and all parameters are normal, Nitrate reads 30ppm so might do a water change (tomorrow is water change day anyway). I don't think it could be the cause, but yesterday I did install 5 20w CFLs, which tripled the previous lighting setup. As I say, all the other fish seem fine, although I have notice them bouncing off the sand (only for a few seconds and only 2 or 3 times since I've got them).
