Do you mean that they are flashing? Like they'll rub up against something and make a quick flicking/turning motion?
My guppies use to do that, there was a bit of ammonia in my tank, and even the slightest bit of ammonia will make fish flash.
Do you see any red lines on your fish? Or discoloured gills?
If it's not the water, then they probably have some form of parasite.
Do you see any white spots on your fishes tails/fins/body? Or a fine brown colour on their bodies?
