Green Like Blanket In Fish Tank

my friend has recently started getting a green like blanket in her tank it kinda looks like plastic or spilt paint, you can peel it off quite easily but it just keeps coming back it dosnt cover some or the ornaments in her tank but most of them she hasnt bought any thing for her tank for ages and has had it set up for years, she totally gutted the tank and cleaned everything but yet again it has come back
what is it and how can she get rid of it

It sounds like BGA or blue green algae also known as cyanobacteria, have a look at this algae guide courtesy of JamesC who is a member here, this will explain it in more detail and give you guidence on how to get rid of it.

Its probably blue green algae, (BGA), a pic would help, does it have a musty smell?, if it is then a three day complete black out not a drop of light getting into the tank. Before blackout clean out as much as possible and after blackout do a 50% water change, clean filter and everything well. Otherwise an antibiotic can be used cant remember the name right now. It is available across the counter in the US in the UK you would need to get it online from the US. Really good water flow helps keep it away when you get rid of it.
You are right that it’s not actually an algae but a bacteria that photosynthesises (cyanobacteria)(sp?)
