My green tiger barb is swimming at the top of the tank, like grasping for air but never brakes the surface. Then he seems to go in and out of concicnios, just stops and floats like hes dead then starts to swim again all the other fish in the tank seem healthy (7 other tiger barbs) and 1 red tailed shark. I don't know what to do 
 
Sorry man, usually its quick when they get to that point....  Everyone else acting alright?

Its alright, and yea the other 7 barbs and red tailed shark seem fine, the tank is 3 weeks old i added the 5 normal tigers sunday and the 3 green ones and the shark yesterday. I just added the tetra safe start today and did a 20% water change. Im guessing he may have been sick since the strore.
 
Ah do you have any ammonia/nitrite test equipment?  I am willing to bet your tank is not quite fully cycled yet.

Yea it wasn't that's why I added the safe start, lost that green tiger. Now after I have come home from dinner, I have another green barb that has gone completey dull no green looks like the other barbs almost but no stripes. He seems ok swimmimg wise and hes not a the top, im gunna test the water now.
 
If in doubt, perform a decent water change, about 50% or so with temperature matched and dechlorinater water.
 
yea your going to need to do about 75% daily water changes until your tank is in line, and add Seachem Prime as well, will detoxify some of the ammonia/nitrites
