Gourami With Immobile Pectoral Fins.. Fin Rot?

I just lost all my fish, cleand and cycled my tank, and have started to restock. My newest addition is a gourami, and this morning I noticed one of its fins looks stuck to its side, I come home for lunch and now the other fin is stuck to his side. Is that fin rot?
 
It sounds as though his fins are clamped- this is a sign that he's not happy about something or that there is something amiss with the tank. Could you give us some more information please? How large is your tank, how did you cycle it, what are your water perametres, any other tank mates, why did your previous fish die, etc.

It's a 10 gal, I can't currently test the water b/c it's in my daughter's room and she is napping. He also looked like he had some black spots around his face. Other tank occupants are 2 guppies, another gourami, and a balloon belly molly. Fishless cycle after all fish died. I have no idea why everything died. It happened over a period of about 4 days...it was awful.
 
What gender/coloration are the two gourami? They're not very prone to getting along especially in such a small tank. They'll eventually outgrow it, depending on the gourami.
