My tank is setup with a glass sheet covering the top, and the light is shining through the sheet, onto the plants.

Will the lights be less effective with the glass on or should I take it off?

Thanks

it shouldn't be a problem its never affected my setups in theory it should bouce the light more effectivly around the tank as glass bends light.

i dont know too much about this though maybe someone else could tell you better.

is this true?

I had a 5mm perspex sheet especially made up for my scape, it has cut outs for the inlet and outlet and all the tubes and wires, it looks really nice but i stopped using it because i was concerned it was stopping some light getting through as the tank deffinately looked darker with it on.
