Congo puffers are not really that big at a maximum size of 5.5 inches and do nothing but hide under the sand all day!
You could have quite a few dwarfs in there but I'd possibly suggest a going for a single Brown, (
t.turgidis 6 inches) or a couple of Emeralds (t. cutcutia[/i] 3.5 inches) or a pair of Cresteds (
C.lorteti 2.5 inches) or, if you aren't bothered by the potential need for puffer dentistry, a small flock of say, four South Americans. (
c. asselus 3 inches)
Stocking levels are based not only on size, but also on temperament.
The trouble with Freshwater puffers iss that there aren't really any mid-sized species, they're either small like the Dwarf, South American and Crested, or large like the Dragon, Fahaka and Mbu.
The few medium sized freshwater species available are either very aggresive and have to be kept alone, or very sedentary, or both!
