Vallisneria Gigantea feed through their roots and also through their foliage. It develops quite a dense and deep root system and I've found that they spread very quickly when they have good substrate/root tabs. Feed only if necessary and just be careful they don't take over the tank!
Vallis gets most of its nutrients from it's roots, but there is one thing that seperates it from other plants. It doesn't use CO2, but uses bicarbonates as a carbon source. Baking soda (not baking powder) can be added to the tank (Carefully; it raises your pH easily) to provide for it, but it's likely that if you do regular water changes it will do fine, so I would not add any baking soda to your tank.
