In this case, what is BEST for the ram is to be kept in a male/female pair in a tank of at least 20g. If you can't do it, then YOU have to decide whether you want to compromise the fish's health and quality of life or not.
doesn't a 15 gallon tank have the same footprint as a 10 gallon and 20 gallon high, just with more height than the 10? rams are bottom dwelling for the most part and need the width and length of the tank much more than the height...a 20 long would be a great investment IMO (it is only a few inches longer than a 10g)...
