Future Setup, Does This Sound Good?

So I want to redo my 60L, and plant it properly this time.

Tank: 60L/15G, 60cmLx30cmWx35cmH.
Light: 1 x 15W Arcadia Original Tropical, 1 WPG (I would get more but there's not enough room for two lights.) 10-12 hours a day?
Substrate: Something Black, Good for Plants and Good for Corys (Eco Complete, Onyx Sand? Any Ideas?)
CO2: Nutrafin CO2 Kit with DIY Yeast no crappy sachets!
Ferts: Low EI maybe? Not sure could do with help.

Hard Water, pH 6.5-7, Temperature 24-26C.

Plants:
10 X MICRO SAGITTARIA
3 X DWARF SWORDS
2 X SAGITTARIA NATANS
BUNCH (7) BABY TEARS BACOPA
5 X CRYPTOCORYNE WENDTII
1 X NARROW SWORD
BUNCH (10) MYACCA FLUVIATILIS
BUNCH (5) CREEPING JENNY
BUNCH (5) HYGRO. POLYSPERMA
BUNCH (5) STRAIGHT VALLISNERIA
BUNCH (5) ELODEA DENSA
BUNCH (5) LUDWIGIA NATANS

Would this setup work with these plants, most of them need low light.

Hoping to perhaps grow something on slate too. Maybe build a cave or two of of slate, use bogwood maybe.

Fish:

6 Silver Tip Tetras
6 Cherry Barbs
6 Corys
1 Pearl Gourami
1 Pakastani Loach (Bought when I didn't know they needed more room.)
1 Zebra Danio (All it's friends died.)
1 American Flagfish

I'm going to be a bit overstocked.
Fluval 104, 480 lph (8.4x turnover p/h), 2 bottom baskets biomax, top basket polywool.
Weekly water changes of whatever is needed.

Is this all ok and any ideas on the substrate and ferts? And how long the light should be on?

Sounds good.

Substrate do you want a base layer or complete substrate? Eco-complete is excellent. Base layer tetra or tropica.

Ferts - flourish weekly if its a low light set up. B TW there is almost always more for more lights. I yet to see a hood you cant add more light to.

Lighting period - 8-10 hrs.

If I added more lights they'd be taking a dip.

Ok then If I can afford it I'll add Flourish and CO2.

I also suppose you mean the basic flourish?
