Fungus Help!

Hello,

I think one of my angel fish has funus, I have put in a treatment for it as I cannot quarantine. But I have a few questions, I have a fish who is being currently on its way being shipped up to me, will it be okay to put them in!? I have no other choice it will be tomorrow before he is actually here but I am worrying about it. Also the treatment I have put in is the tetra treatment so it shouldn't harm my other fish, but the fish looks a bit slow, is sitting at the top of the tank and looks a little flaky/mouldy is that makes sense? I have only noticed this behaviour today we have removed the carbon from the filter also but will it be okay to keep it out for a couple of days? How long do I keep it out for? Should I keep it in water?
 
Never mind. Looks like he is about to die. I think I will change 25% of the water and put the carbon back in. :(

Carbon is basically worthless after a few days. It's really only used for remove trace meds in your water.

Please fill this out so that we can help you. We really can't give you advice till we know the answer to ALL of these questions. The ones in bold are the most important though.

Without being stupid can I just ask why leave the carbon out? The fish is going to die, he is now struggling to swim, its odd as at first look he appeared mouldy but now I realise his black is going silvery. I don't understand as all my other fish appear healthy.
