Friend Needs Some Advice

A friend has just been given a tank, it's 61cm wide, 31cm deep and 39cm high, 74ltr approx 16 gallon 19us gallons,
he needs a filter and pump and heater what would you reccomend also a light, the light is 43cm approx,

50w heater and AC30 HOB filter
 
A very nice small filter is the Rena XP1.I have two of them running on small tanks, 26 US gallons each, and they do a marvelous job there. Another option for a filter would be a sponge filter with a power head attached. The sponge makes a great filter for a tank that will have fry in it. I found a small, no longer fry, Xenotoca eiseni living in my XP1 today when I cleaned it. The fish looked to be about a month old so my guess is that it has lived in there for the last month. A Xenotoca is almost too small to get sucked up by a filter inlet when it is born. A sponge would have prevented that problem. You will never find a fry living in the AC or any other HOB filter because the first thing in a filter of that type is the pump impeller, survival will be near zero for a sucked up fry.
A heater for a tank that size would be 75W to 100W. I favor the Visi-therm Stealth heaters, but most good quality heaters will work out fine.
Sorry but I have no idea about lights in the UK, you run different voltages and different frequency than here so anything that works here won't work there. As far as power, a nice size for a tank like that would be one of around 30 watts to keep the algae at bay while allowing growing some of the easier low light plants.
