you don't really need to seal them inplace just stack them in a way that they are very stable, if you are worried you can use aquarium safe silicone to attach them toghether but the rock still needs to be stable you cannot relie just on the silicone. for the base rocks i cut eggcrate and placed it on the bottomof the aquarium to help spread the wieght out and then just placed the rocks on top of that, again you could silicone them if you are worried but it is better not to. For my larger base rock that was unstable I siliconed a smaller rock under it to support it. Put the substrate in after the rocks to ensure that the rocks do not depend on the substrate for support incase your fish will undermine them or the substrate moves away. The silicone is best avoided cause it probally will get in your way if you ever have to take out the rocks to clean them or search the tank. I tried to only use the silicone with my smaller rocks.
