It helps the fish feel more secure. Nothing above them makes them feel slightly vulnerable.

Both actually but mostly for the water and the fish. Fast growing plants will not only provide a place for the fish to feel safe but also help with water quality.
Especially in a new tank that doesn't seen to be cycled
