do i have to keep this like on my tank hood most of the time, does it harm the fish,.......

No you don't have to keep the lights on most of the time...many fish would prob. prefer that you didn't. Lights are so we can see them better, but it's doubtful that you are doing them any harm. There are valid reasons for not leaving the lights on all the time...it can encourage algae growth. If you have live plants leave the lights on for a max of 10-12 hours...
