What is better for plants: fluorescent or incandescent?
By regular fixture do you mean linear tubes? They're more efficient as more of their light can be utilised with a reflector, and one T8 running the length of any tank will give suitable light for a low light set up.Florescent, hands down, is much better than incandescent. Florescent also stays nice and cool. You want to get a COMPACT florescent light fixture. A regular (one or two light tubes) fixture will not put out enough light for plants. They are expensive, but so worth it for the results you will get.
