Does the substrate stay like them little stones, or does it change once introduced with water?

i cant remeber, i always thought it was more like soil, all i know is that it needs capping.

Needs gravel to cover it, it's there to provide a nutritious base layer.

Yes, I will top it with fine pea gravel how deep should I cap it? So im guessing im best to make sure the plants are fairly deep.

1" minimum of gravel or sand to stop fish stirring it up.
