floaty cory

hello, i have this cory that slowly floats a bit and then swims to the top, he barely sits on the bottom like his friends
what is happening?
all other cories fine, this one is new, hes a peppered

close to 0 sometimes it is 5
(i have way too much duckweed)

it goes to the duckweed, sucks some air, goes back down, and repeat
he never really rests and its mostly the same spot... ill look for changes
he started randomly floating up when i put him in a breeder

I am afraid it is a bad sign.
Over the years on different occassions this behaviour let to dead fish.

ill do a water change and update
it might be water quality
i also added a plastic cave for him

I think its a water quality issue now, a bunch of baby guppies are at the top too, and duckweed is growing very fast (trying to combat bad water)
behavioral update:
they are going to the top, and sucking on the water, then going to the bottom, sucking on the sand a little bit...
are they hungry?
yesterday i put them in breeder and they ate food well
