Fish Troubles (dying?)

Hey, i looked for a solution to my problem but could not find one, so......
I bought 2 gold Gouramis about 3 weeks ago and they seemed to settle in fine, however one started to chase the other around the tank which at first seemed to be playful. Then Yesterday i noticed that one of the Gouramis (the slightly smaller one) is lying on top of my filter not moving, it wont move to feed, i have to drop the flakes right in front of it and then it will only eat a little.
I have a 45L tank with some plastic plants for decoration and open rocks for the fish to take cover in with a bright light making the water look crystal.
Im using a Fluval 2plus filter, tempurature and water levels are correct. There is an alge eater and 5 neon tetras in the tank who seem to be fine.

If possible isolate the injured gouramy. You will also need an anti-fungal medication such as Melafix or primafix. I use primafix. When fishes get stuck to filters it is not pretty, they lose a lot of their slime coating and bodily fluids. If your goramy does not right itself within a week then I would worry. I keep brackish fish. My Knight Goby got nailed by my puffer and layed on the bottom of my quarintine for 23 days. I fed him using pliers. He is fine now.
 
Gouramis are more prone to bacterial infections and resting on things is usually a sign.
Is the fish bloated gone darker or paler in colour.
What does it look long when he goes to the toilet.
Water stats would be good in ammonia, nitrite, nitrate, and ph.

The fish isn't stuck to the filter, its just lying on top of it which makes it very close to or touching the surface of the water, and only moves to turn around sometimes.

I don't have accurate reading for the water levels, ammonia and such but all of the other fish are fine and my other gourami is doing well, looks be very healthy and active. Its just the one on the filter looking bad.
The fish isn't bloated or a different colour, and it seems to toilet properly
 
Can you issolate the fish and try a bacterial med.
