Fish Tank Filters

Hi, i am new to fish keeping and have a 30"x 12" x18" tank my biggest problem is the water. I change about a 1/4 of the tank every 10 days or so but the water never looks crystal clear. I have a fluval internal filter, but was wondering if the external filters priced around £80 pounds will make a diffence to the water clarity and if so can anyone can tell me where to buy cheaply many thanks
 
What is your filter rated in gallons per hour? Your tank is about 28 gallons so you need a filter rated at least 150 gph. Something in the 250 range would be better. Your filter may not be your problems though. The answers to a few questions would help.

How long has the tank been set up?
Did you do a fishless cycle?
If not, how long after adding water and starting the pump do you wait before adding fish?
What are your readings for ammonia, nitrite, nitrate and pH?
Are you using a liquid test kit or strips?
What fish do you have in the tank?
What chemicals are you using (dechlorinator, cycling products, etc.)?
What type decorations do you have in the tank (bogwood, rocks, live or fake plants, etc.)?
