I have 6 White Cloud Mountain Minnows in a 10 gallon tank and in the past few days, one of them has been swimming back and forth from the surface to about 3/4 of the way down the tank and back up. He does that against the side wall near the front. He is very energetic in doing so, there can be like 15 round-trips per minute!

Anyone has seen that kind of behavior?
 
Still not fully cycled (after 8 weeks... :S ), so here we go :

Ammonia: 0.25ppm
Nitrite: 0ppm
Nitrate: 0ppm
ph: 7.6
Temps: 25C
 
There's your cause then. Ammonia or Nitrites in the water will certainly cause the fish to circle the glass. It's a sign that something's wrong. If your tap is free of ammonia, then I would do a water change.
