single dwarf puffer would work
or couple of male guppy's or platies or wcmms or something else sub 1"

A betta is really about the only thing suitable for a tank that small. You could do a invert tank with shrimp. They aren't big waste producers so you could put several in it. I believe puffers might work but not totally sure.

i suppose if i got a figure 8 puffere and kept on the water changes then it should be fine

Micro fish, Galaxy Rasboras (tank bred) microrasbora etc?

micro rasboras and ember tetras etc are shoaling fish and shouldnt be kept in anything smaller than 40 litres long, a Puffer IMO needs 8 gallons (uk)

an invert tank sounds the best to me.

a figure 8 puffer is going to be too big for that. really you could do a dwarf puffer. ive heard of people having 2 in a 5 gallon..and i have 1 in a 3 gallon whom is happy. just know that if you do get one they need live food and theres no other options on that.

also white clouds are great too...you could get away with a good number...8 or so? i have 6 in another 3 gallon on my computer desk. its neat because i have a high powered filter in there. did some aquascaping with some rocks and it looks like a high current mountain stream

The invert tanks sounds like a really cool idea. Lots of plants and some shrimp. I can say they a are a cool thing to watch run around. I only have experience with amano shrimp but i can say i have really enjoyed watching them grow and come to be.

Also the dwarf puffer was mentioned above and thats another really fun fish to keep although they can be quite needy. Their needs are far surpassed by the coolness of watching this species explore the world you create for them.

For both suggestions live plants and lots of them is required, but along with the fish i suggested having the look of live plants greatly out weighs the needs of the plants.

The Betta tank is another great thing to be had, although you mentioned she wants something different, what about a Betta and some shrimp. or a dwarf African frog. I have kept these in the past in my betta tanks and are a fun addition. They are not a very needy tankmate and i have never had them show any aggression towards a fish or vise versa.

I have both an amano shrimp and a dwarf puffer in a 5gal but that mix is not suggested and so I'm not going to recommend that to you.
But have fun and let us know what you decide for her.

:D

Going with shrimp can be very inexpensive too. You can get ghost shrimp at most places for as little as 5 for a dollar. Petsmart has them at 3 for a dollar. Basically you could fully stock the tank for 2 or 3 dollars.

i told my sister about the shrimp idea and she loves it she wants a african frog in aswell will one of these be ok with shrimp also whats the best type of shrimp to go for as i have never kept any kind of shrimp before

shrimps, cherry shrimp (will breed to a point then they will stop once they feel the population is big enough), amano shrimp (yamato is the old name and also japonica), ghost shrimp, CRS (crystal red shrimp hard to keep alive and are expensive) CBS (same as CRS but black and also share the same properties.)

a puffer sounds nice maybe a couple of guppeys but a betta tanks sounds cool to me
