The stocking sounds fine, although i'd get 4 swordtails instead of 3 (make sure you get just one male and 2-3 females as male swords do not tolerate each other at all well, even if there's plenty of females around. They are highly sexed fish so having enough females is important so the male does not concentrate too much of their attention on single female, making her too stressed)

Dwarf gourami's really appreiciate lots of planting, both bottom dwelling and floating plants, so make sure you get some suitable plants in there when you move the gourami in

Oto's can be difficult to successfully acclimatise to tanks as many found in local fish stores are very starved from transport (they have short guts and do not take to being stressed well), and sometimes being moved to another tank is too much for them. So when you go oto shopping, you should try and get the fattest, largest healthiest ones you can (either that or wait until the oto's have been in the lfs for around 2 weeks to settle in and fatten up in their tanks). They need a lot of veg in their day to day diets, so if you have no algae in the tank you should make sure they get a regular supply of cucumber, lettuce and algae wafers etc.
Neons can be very fragile fish, i would wait for at least a couple of months until your tank has matured a bit and any chance of water quality issues are in the clear as these fish are very sensitive to nitrites and ammonia and can die off quickly from these issues. Only buy the most vibrant neons in the lfs, if there is any sick ones in the tank (look out for fading, spots, ragged fins etc), avoid buying them as desease can spread very quickly through neons before its even shown any obvious symptoms. This in general goes for most fish.
