I could be wrong and feel free to tell me if I am but the figures you are looking at are not ingredients in the normal sense of what has been put in. Instead they are the results of an analysis, the other things on the list are specifically measured and there is an (inorganic I think) residue left over which is not included in the other figures, this is the ash figure. My fish food container I have just looked at is marked with the analysis AND a list of ingredients. One is what the manufacturer puts in, the other is what you find in it if you analyse it.
If any analytical chemists read this please post a better answer but I think this is at least on the right track.
