any idea i am stumped

Well if the bottom feeders are fine and your water parameters are ok then it's not ammonia or nitrites. Whats your O2 level like?

What's the ph of the lfs to your tank, how long are you climatising them for, any signs of going round in circles odd behavour.

cardians = cardinals?

No sign of stress as in only clamped fins, or are you also counting color loss? Some tanks just cannot house neons and close relatives because of neon tetra disease (loss of color and weakness in muscle tissue). If you think this might be it, there's a pinned article somewhere.

ph isd just teh same as lfs, the guy there was surprised at it being an excet match and where faloted for a good half hour and then slowly water was added over about anyotehr 20 mins!

i fear the casue my now be whitespot on a close inspection of the revels white spost!
