You should try cabomba and Hygrophila spp., they don't always just "take to the tank" but you're bound to have success with at least one of them. I would also recommend trying Crypt. wendtii cultivars.

Personally, I do think it's the numbers of fish. My green neons used to always hang out in one place until I got over a dozen; the change in behaviour was quite dramatic. It's easy to underestimate shoaling fishes need for big groups. Don't forget that in the wild they live in shoals of hundreds or even thousands.
Maybe some tall plants that trail along the surface, or some floating plants, would help to give them some more cover and make them feel safer too. Lots of small tetra-like fish are heavily predated upon by birds in the wild, so they will hide if they feel too exposed from above.

Try The Green Machine, ebay or aquaessentials. I can't recommend The Green Machine highly enough for plant quality though they are more pricey than say ebay. AE are also very good.

right after a bit more observation, they seem to do a runner mostly when i enter the room 
. ive also been playing with the position of the filter nozzle, and im going to get an extension at some point to see if it makes a difference. i also today got another red eye tetra. im afraid i also couldnt resist and got some pukka emporor tetra. ive wanted some for ages, but ive never seen the size i wanted at the price i could stomach. cheaper ones were usually 2 small for me to risk in the tank, and large ones were either massive or/and too expensive. today i found some medium sized ones at a good price, and i even got given a free one. P@H done me good.
and, the last fish to enter the tank, a homeless apisto of some description. i dont know much about them, but it was either my tank of the LFS as my mate didnt want it. with a pair of rams, i didnt really want one nor thought i could have one, but they seem to be alright with eachother. do rams and apisto's generally get on ? no mroe fish will be going in, im still after some long trailing plants to maybe help allieve the tetras possible stress levels, but they seem pretty happy.

That's a very nice male cockatoo. They're lovely fish and, in my experience, should be fine all together. Again, I can't say anything positive about the Synos and them, but only time will tell. Get your schools up to 8ish fish, then get back to us with any changes in behaviour.

* 6 emperor tetras
* 2 blue rams
* 1 angel
* 1 cockatoo
* 6 cories
* 2 plecs
* 2 syno
Going to 8 might not be such a good idea quite yet then, maybe once the tank is planted, it may work. I would still say 6 each of the schooling fish is fine for the moment, but that would mean you are fully stocked and can't be lazy with the maintenance.

adjusted your stock list as you were a couple of fish out
yeah i thought that might have been pushing it. the tank is looking busy now, and im very happy with it. i think what will happen is no more fish will go in until the numbers decrease naturally, at which point i will top up each existing group. but thats a long way away - hopefully
