8 caridnal tetra
8 harlequin rasbora
8 black neon
anythin else i could fit in there a bit bigger mayb?

The stocking looks good to me. As you said, you know the Clowns will outgrow the tank, but they should be OK for a while.

on a more serious note, I'd say go for a trio or pair of pearl gouramis to finish

yes pearl gouramis are nice i have got 3 in my tank and when they colour up they are lovely fish also have you thought about a pair of kribs or maybe some rainbow fish
