Fin Rot?

My new fish has white at the end of his fins, and a tiny spot of black.
Is this fin rot?

Finrot is mainly down to bad water quality.
Black patches in fins are ammonia burns that are healing.
White edging in bacterial finrot.
You will need a bacterial med, impove water quality,
Myxazin by waterlife.
