Fin Rot Or Nipping?

i have 6 tiger barbs and one of their tail fins is gone but i can't if it's fin rot or if they're nipping it so I've got a couple pictures of it, they're not very good pictures so if you can't tell i might be able to get better ones but these are the ones i have right now.

To me, from what i can see it looks like fin nipping. Is he the only fish that this has occured to?
Is the rear fin the only place where he's lost some fin?
Is there any white around the edge, or is it just a clean cut? (does it look like it's peeling anywhere on his body?)
 
most of the other ones have just a little peace off the edge and their is one that looks like it's pealing a little. 
 
do you think it would be ok if i just changed 1/3 of the water a day for a while?
 
i just changed  1/3 of the water every day for the pest 4 days and i cleaned the filter and i will do a 10% water change tomorrow 
 
You really should up the numbers of your tigers to 10+. From my experience, once they're in a nice big shoal their aggression practically disappears.
 
Maybe the plastic skeleton is scaring them.

okay, i'll get some more when i go to my LFS tomorrow or text weekend.
