Fin Rot And Or Ich

We have hade ich and fin rot but this month we started with ich and I treated it then the last day of ich they had fin rot and it kept getting worse so I treated fin rot tc tetracycline it did not work my fish have fluf on there sides. I put them in a bowl and did a 99% water change I'll cycle for a week or so is this a good idea

The fluff is probably fin-rot.

I got some water from my 5 gallon quarantine tank and put the fish back in with bacteria starter they look great

Water does not contain any significant number of filter bacteria. Read the articled listed in the link I posted above.
