Fin Damage?

Hi all, we are back to fish keeping after 20yrs, just bought a set up with a couple of discus but alas they look malnourished and like they have been neglected a bit.
On to my question, the fins on these fish are damaged raggety(not from fin rot), with plenty of tlc, will they grow back to a nice trim or will they always look this way?

yes they should do, i have grown two oscars fins back from nearly nothing to near perfection again, quality waterchanges i found to be the key and good quality food
