Filtre/aeration Not Working

My filter has a built-in aeration system.
I've had 2 lots of fry recently, and I think my filter cant cope with it.
The more water/fish it has in it, the less it works (less bubbles). I've tried to take some water out to help... and it did a bit.

I've also noticed when I put my hand in the tank (for reasons... not just randomly) the aeration stops working, and when I take my hand out it works again. Does this have something to do with... 'density/ mass' in the tank? (cant think of a word :p) Is this what's happening with the amount of fish I have?

I have 27 fish (including fry) in a tank built for about 10. (livebearers)

If I sell the fry as soon a possible, will this help?
Is this why my filter isnt working properly?

The built in aeriation relies on the venturi effect. The intake for the air needs to be above the waterline. The higher the water the less air gets into it. So when you put your hand in the water, you displace the same amount in volume & in so doing raise the water above the intake, result no bubbles.

The air line can never be put in water, it dangles out of the tank... and its on fully open.

no, tell us the make of the filter, e.g. fluval, and the model e.g. U2.
