Filter too strong

Hi there I have a 9L tank (2.4 gallons) designed specifically for Betta Fish. I got one male Betta today and the filter is stopping him from swimming and he’s just hiding in one corner of the tank. I’ve turned it off and he still isn’t moving! I’m new to this and had one betta not long ago who died after 5 days so now I’m very worried! Please help!!
 
Too small for a betta. I would move him into a 5 gallon or larger. The small tank may be resulting in the strong flow as well.
 
What type of filter is it? If it's a power filter, you might be able to solve the problem by using a small air-driven filter, such as a sponge filter. Their flow is much less than a power filter's, and in such a small volume of water with a single fish it would provide enough filtration.
