Filter Nozzle Position

Hi I have a filter with adjustable head, does a full 360 circle but unable to move up and down and I currently have it just under the surface for cycling, once fish are in is there anyway I can stop all the bubbles? And noise of water splashing around? I heard that you can put it facing backwards so its hitting the tank wall but this doesn't sound like it would oxygenate the tank ? Someone help me please I get frustrated with myself for not knowing such simple things! :)

The nozzle should be placed just under the surface pointing upwards so that a gentle ripple is created at the surface, this will be sufficient so that the water is originated. You should not hear any splashing if you get the position right. 
 
What filter are you using? If you are unable to get the nozzle low enough you may have to drop the water level. 
 
Mines around an inch below the surface and is silent. Goal for me is to get is as close to the surface as possible without splashing
 
I can get it lower that's No problem Haha
 
Your good then bro. Just remember that the more surface movement you have the more oxygen your water will get
